The power penalty is measured at the<br \/>\nmanufacturer-specified Bit-Error Ratio (BER) performance level<br \/>\n(typically 10<sup>-10<\/sup>).<\/p>\n<p>NOTE: To achieve large amounts of dispersion with relatively<br \/>\nshort lengths of fiber, the measurement technique described in this<br \/>\ndocument may involve the use of a fiber having a zero-dispersion<br \/>\nwavelength at some wavelength region (e.g., 1310 nm, 1550 nm) that<br \/>\ndiffers from the central wavelength of the system transmitter.
