The ICAO Service Code consists of the Staff Regulations embodying the conditions of service and the basic rights, duties and obligations of members of the Secretariat of ICAO, as approved by the ICAO Council.
The Secretary General, as the Chief Executive Officer, shall enforce these Regulations and shall lay down and enforce such staff rules consistent therewith as the Secretary General considers necessary.
Except where otherwise stated, the present Staff Regulations shall apply to all staff members appointed by the Secretary General.
“Staff” or “staff members” shall refer to all persons whose employment and contractual relationship are defined by a letter of appointment subject to these Regulations, as may be amended from time to time by the ICAO Council.
Toward the realization of the concept of a truly international civil service, the Organization 1 shall cooperate to the fullest extent practicable with other international organizations, particularly the United Nations, and with the International Civil Service Commission, in the establishment of uniform and progressive personnel standards and practices.
In the administration of these Regulations and related rules established by the Secretary General, due regard shall be given to the:
a) fair and equal treatment of staff;
b) regular assessment of the performance and competency enhancement of staff; and
c) accountability and integrity in the handling of human resources.
